The first educational commission appointed under the Chairmanship of W.W. Hunter in 1882 A.D. to review the progress of education in India since 1854 A.D. was meant to inquire into the working of :
only the primary education.
only the higher secondary education.
the Primary and the higher secondary education.
only the University education.
Lord Ripon the then Governor-General of India appointed the first Indian Education Commission on February 3, 1882 under the Chairmanship of Sir William Hunter, a member of the Executive Council of Viceroy. So this Commission is popularly known as Hunter Commission. The Government desired that “the commission should specially bear in mind the great importance which the Government attaches to the subject of primary education and Secondary Education”. Though the development of primary education was one of the main objects contemplated by the Despatch, 1854, yet owing to the variety of circumstances expected result could not be achieved in the field of primary education.

Hunter commission was related to primary, secondary and women education. Where as Railey commission or university commission by Curzon was related to university education ( spectrum, Bipin Chandra)
