Rajya Sabha cannot be dissolved but can be abolished.
Rajya Sabha can’t be dissolved, but yes, it can be abolished. Bicameral legislature is not a part of Basic Structure. It is well within the powers of Parliamentarians to abolish Rajya Sabha if they can muster the 2/3rd majority in both the houses i.e. a constitutional amendment. Further more, Federal Structure is a part of Basic structure. But it can exist in Unicameral structures also as in France and also if you want an indigenous example…..majority of states in India. (Some do have an upper house. It is more about existing choices and needs).The onus will be on judiciary to see whether it is wrong or right in Indian setting.
