The Union Defence Ministry has approved most of the proposals of a committee of experts, headed by Lt. Gen. D.B. Shekatkar (Retd) to bring host of reforms in the military and improve financial management.
Some of the important recommendations include roll-on defence budget for capital expenditure and modernization against present practice of surrendering the unspent amount, performance audit, rationalization and downsizing the manpower, reducing deployment of soldiers of active-duty in avoidable postings and replacing them by retired officers and jawans e.g. in NCC, comprehensive reforms in NCC among others.
