Delivery Mechanism- There is a need for rationalization of the existing processes relating to delivery of various social security benefits to both organized as well as unorganized workers. It is felt that a number of laudable schemes had failed to deliver the desired results because of complex processes and procedures inherent in delivery of benefits under such schemes, thereby defeating the purpose of the entire scheme. Available evidence on various such programmes, including the evaluation studies on the programmes by the Planning Commission of India, almost unanimously points out delivery deficit in most of the social security programmes.
