    Let the water added be x litre
    Cost price (CP) = 28 x 8.5 = 238
    New Volume = 28 + x
    Selling price (SP) = 8.5 x (28 + x)
    = 238 + 8.5x
    Profit = 8.5x

    Profit % = Profit / CP x100

    12.5 = 8.5x/238 X100

    X= 3.5 litres.
