The formal transfer of power was done under Indian Independence Act 1947. Lord Mountbatten was the Viceroy of India at that time , he announced transfer of power formally.
However, M Gandhi was not present at the festivities in the capital on 15th August, 1947. As he was at Naokeheli ( Bengal) in his attempt to reestablish communal harmony in atmosphere of riots.
