There is value added to knowledge through innovation, which also generates new products and services, and should become the main engine for smarter growth with more and better jobs. Recently, innovation policy has undergone important changes, but new momentum is necessary to strengthen it as an engine of growth. New momentum can emerge from a stronger focus on demand and market opportunities, and a more effective linkage between innovation, research, education and job creation. As the Aho Report suggests and as the European Council of March 2006 has pointed out, we need a more comprehensive approach to innovation.It is necessary to explore and exploit new market opportunities more effectively. Regarding the European internal market, promising areas can be found in health services, pharmaceuticals, tourism, cultural industries, urban renovation,environmental technologies, food safety, fashion, transport, telecommunications, software and manufacturing systems. Opportunities in external markets are even more diverse. The comparative advantages of the European economy suggest that transport, telecommunications, manufacturing systems, pharmaceuticals, environmental technologies,tourism,cultural activities,education and health are particularly relevant.It is up to business to identify and take advantage of these opportunities,but greater cooperation in trade, public procurement and standardization policies is essential, as research, innovation and education can generate new markets and opportunities for their fuller exploitation. It is possible to turn new market opportunities into new products and services with greater speed if there are more effective innovation mechanisms and more abundant knowledge resources, including research capabilities, a skilled labour force, and specialized management expertise. It is necessary to encourage European networks for growth, innovation and jobs. Launching European policies on health, urban renovation or environmental technologies, for instance, would be useful. The Competitiveness Council of Ministers should follow up such initiatives, and more permanent strategic platforms in some sectors should become operational, in order to build a new competitive capacity of the European economy. Some existing mechanisms,such as technology platforms, the Innova clusters, and the sectoral high-level groups, already provide some relevant elements to this end.The so-called ‘lead markets’ initiative aims to go further.
