Born on 15th February, 1911, in the native town of Rohtak, Sh. Anand Swaroop joined the Bar in 1933 at Rohtak in Pre-Independence Era. He surrendered his license with the Bar Council in 1935 to join the freedon struggle after Mahatma Gandhi gave a call to boycott the British Courts. Post-Independence, he moved to Chandigarh and started practicing in the High Court of Punjab and Haryana in the year 1955. He was, youngest amongest few, to be designated as a Senior Advocate in the year 1963. He was elected as Chairman of the Punjab Bar Council, as it then was, ( now the Bar Council of Punjab & Haryana) from 25.07.1964 to 23.07.1966.
Sh. Anand Swaroop also had the Honour of being the First Advocate General of the newly carved out State of Haryana w.e.f. 2nd November, 1966 till 2nd March, 1969. He was also a leader of the Bar and also remained the President of the Punjab and Haryana High Court Bar Association in the year 1971-72. He was conferred the "Tamra Patra" by the then Prime Minister of India, Smt. Indira Gandhi, on 15th August, 1972 for his contribution to the freedom struggle, during which he had also been imprisoned in the Multan Jail.
