Why in news:

• Four reservoirs will be constructed in Jaisalmer, Jodhpur and Bikaner to meet existing and projected drinking water needs in nine districts of the state under the Jal Jeevan Mission (JJM).
   

• The Union Jal shakti ministery made this announcement recently.
• Rs 1,275 crore  have been allocated by the ministry to create sustainable water sources in the escape channels of Indira Gandhi Nagar Yojana (IGNP).
• The entire exercise will create an additional storage capacity of 1,100 cusec of water in three districts.
• This follows recent deliberations between the union Jal Shakti Ministry and the state level authorities in New Delhi in which one of the major issues pointed out was that the state had only a capacity to store 1,031 cusec of water for JJM.
• The state would require around 2,132 cusec to fulfill its water needs till 2054 under the JJM.
• The reservoirs under the scheme will come up at Bikaner, Jodhpur and Jaisalmer.
• In the state of Rajasthan,currently,  household water tap connections account for 20.7%.
• In 2020-21, over 6.77 lakh water connections have been given down under Jal Jeevan Mission (JJM), and the state now intends to providing 30 lakh new connections this financial year.
• The Budget allocation for the scheme by the Centre has increased from Rs 2,522 crore to Rs 10,180 crore with the aim of providing tap connections.
• The state has 101.32 lakh rural household beneficiaries under the scheme.

Jal Jeevan Mission

• Jal Jeevan Mission (JJM) envisages supply of 55 litres of water per person per day to every rural household through Functional Household Tap Connections (FHTC) by 2024.
• JJM focuses on integrated demand and supply-side management of water at the local level.
• Creation of local infrastructure for source sustainability measures as mandatory elements, like rainwater harvesting, groundwater recharge and management of household wastewater for reuse, would be undertaken in convergence with other government programmes/schemes.
• The Mission is based on a community approach to water and includes extensive Information, Education and Communication as a key component of the mission.
• JJM looks to create a jan andolan for water, thereby making it everyone’s priority.

Funding Pattern:

• The fund sharing pattern between the Centre and states is 90:10 for Himalayan and North-Eastern States, 50:50 for other states, and 100% for Union Territories.
• The Central government has recently released the operational guidelines for JJM.

• For the implementation of JJM, following institutional arrangement has been proposed:
• National Jal Jeevan Mission (NJJM) at the Central level
• State Water and Sanitation Mission (SWSM) at the State level
• District Water and Sanitation Mission (DWSM) at the District level
• Village Water Sanitation Committee (VWSC) at Village level

• Under the plan, every village will prepare a Village Action Plan (VAP) which will have three components:
• Water source & its maintenance
• Water supply and
• Greywater (domestic wastewater) management.
