With reference to the Joint State Public Service Commission (JSPSC) in India, consider the following statements:
1. The establishment of JSPSC in India was first provided by the Government of India Act, 1919.
2. No such Joint State Public Service Commission has yet been formed in India since independence
3. The JSPSC submits its report to the President who then sends it to respective Governors.
4. A JSPSC can be created only by an Act of Parliament and not by state legislatures.
How many of the statements given above are correct?
Only One
Only Two
Only Three
All Four
Incorrect The establishment of a JSPSC in India was first provided by the Government of India Act, 1935, not the Act of 1919. The 1919 Act provided for the creation of Public Service Commissions for the provinces.
Incorrect Since India's independence, no Joint State Public Service Commission has been formed. This statement is correct; no JSPSC has been set up until the time of my last update in April 2023.
Incorrect If a JSPSC were to be established, it would submit its report to the Governor of the state for which it is established, not to the President of India.
Correct The Constitution provides that a JSPSC can be created by an Act of Parliament on the request of the legislatures of two or more states, so state legislatures indeed have a role in its creation, but they cannot do it independently without an Act of Parliament.
