    Article 82 provides for the allocation of seats in the House of People of the States and division of territorial constituencies after each census by an authority determined by the Parliament. The Parliament in exercising its power formed Delimitation Commission which carried out this task. The readjustment takes effect only when the President specifies it and until then the election to take place on the basis of territorial constituencies as existed before such readjustment. Thus, the readjustment shall not affect the representation in the House of the People until the dissolution of the then existing House. The allocation of seats has been frozen (till the year 2026) on the basis of the census of 1971 while the division of State into territorial constituencies was last time readjusted on the basis of the census of 2001. Article 81 of the Constitution defines the composition of the House of the People or Lok Sabha. It states that the House shall not consist of more than 550 elected members of whom not more than 20 will represent Union Territories. Article 83: The Council of States shall not be subject to dissolution, but as nearly as possible one-third of the members thereof shall retire as soon as may be on the expiration of every second year in accordance with the provisions made in that behalf by Parliament by law.
