The Amendment phase began with the 64th Amendment Bill (1989) which was introduced by Rajiv Gandhi seeking to strengthen the Panchayat Raj Institutions but the Bill was not passed in the Rajya Sabha.
It made Panchayati Raj Institutions constitutional bodies, mandated panchayat establishment in every state, and delegated powers to them.
This Act also ensured fixed 5-year terms for gram panchayats and provided for independent elections.
It emphasized representation of women and marginalized groups.
This initiative vastly improved local self-government.
In 2010, April 24 was designated National Panchayati Raj Day.
Today, Panchayati Raj operates at three levels: Gram Panchayat, Mandal Parishad/Panchayat Samiti/Block Samiti, and Zila Parishad.
