Consider the following statements with reference to the parliamentary form of government and identify the incorrect one:
The parliamentary system of government is also known as the Cabinet Government.
The executive is accountable to the legislature and stays in office only till it enjoys the confidence of legislature.
Under parliamentary system of government there is only the real executive, who performs the day-today function of government.
The head of the State appoints the head of the Government.
? Parliaments are common over the whole of the civilized world. The parliamentary system of government, which is also known as the Cabinet Government, is based on close relationship between the executive and legislature. Cabinet holds the power in this system and thus is known after it too. ? It is a significant attribute of parliamentary system that cabinet is collectively responsible before legislature. Activities of the cabinet can be questioned and checked by legislature through various constitutional means. Ministers remain in office as long as they enjoy confidence in legislature. In case of no confidence in a single minister, the whole cabinet must resign. ? Under parliamentary system of government there are two types of executives- nominal and real. Hence option (c) is incorrect. The real executive is accountable to the legislature and when later passes a vote of confidence against it has to render its resignation or seek the dissolution of the legislature. The nominal executive, in the form of bureaucracy, performs the day-to-day functions of the government. ? In the parliamentary system the chief executive of the state (Prime Minister) is not elected directly by the people, but he is normally the leader of the majority party in the Parliament. The head of the State appoints the head of the Government. In case of Majority Parliamentarianism, the President has no option but in minority Parliamentarianism the President may enjoy prerogative in this matter.
