In a remarkable achievement, Kollam district in Kerala has become the first constitution literate district in the country. 

• The chief minister declared Kollam to be India's first constitution-literate district, saying that constitutional ideals must be integrated into our daily lives and government in order to attain comprehensive constitutional literacy. 
• As part of the initiative, about 16.3 lakh persons over the age of ten in the area have been taught various elements of the Constitution.
• “Secularism is constitutional. No religion is above or below another. Efforts to deviate people from secular values should be seen seriously. Here there is freedom to live even without faith in religion. Majority of the people are secular.Attempts should be made to promote scientific temper and rationality,” CM Vijayan Pinarayi said.
