Haryana government has passed the Sonipat Metropolitan Development Authority Bill. This legislation aims to establish a structured governance framework for the development of the Sonipat metropolitan area, which has been identified for its potential urban expansion.

Key Points:

Sonipat, located in the northern Indian state of Haryana, is a rapidly developing urban center with a rich historical background. Situated approximately 52 kilometers from Delhi, it serves as a vital link between the national capital and the rest of Haryana. The town has witnessed significant population growth and urbanization over recent decades, making it an essential part of the National Capital Region (NCR).
The area is characterized by its strategic location along major transportation routes, including National Highway No. 1 and proximity to the Indira Gandhi International Airport. Historically, Sonipat is believed to have been founded as Suvarnaprastha during the Mahabharata era, adding to its cultural significance.
The town has evolved from a small municipal committee established in 1933 to a bustling urban center recognized as a Municipal Corporation in 2015. The population has surged from about 143,922 in 1991 to approximately 289,333 in 2011, reflecting a growth rate of nearly 100% over two decades.

The primary objectives of the SMDA Bill include:

Urban Planning and Infrastructure Development: The bill mandates the establishment of the Sonipat Metropolitan Development Authority (SMDA) to oversee comprehensive urban planning and infrastructure development within the notified area.
Sustainable growth: It aims to promote balanced and sustainable urban growth while enhancing the quality of life for residents through improved infrastructure and amenities.
Integrated governance: The SMDA will facilitate coordinated planning among various local authorities and stakeholders to ensure effective governance and service delivery.

Establishment of Sonipat Metropolitan Development Authority:

The authority will be chaired by the Chief Minister of Haryana and will include various ex-officio members such as ministers responsible for town planning, urban local bodies, and transport. Additionally, local legislators and representatives from municipal corporations will be part of this governing body.

Development Plans:

SMDA is tasked with formulating several key plans:

Infrastructure Development Plan: Outlining necessary infrastructure improvements such as roads, water supply, and waste management.
Mobility Management Plan: Addressing public transport needs and traffic management.
Sustainable Environmental Management Plan: Focusing on urban forestry and water conservation efforts.

Funding mechanism:

The SMDA will maintain its own fund sourced from state government allocations, municipal corporation shares, and revenue generated through user charges for amenities. These funds will be utilized for infrastructure development and maintenance.

Residents Advisory Council:

To enhance community engagement, a Residents Advisory Council will be established to provide recommendations on developmental plans and monitor their implementation.

Performance Review Committee:

A review committee will assess the performance of SMDA every three years to ensure accountability and effective governance.
