Sex ratio in Haryana

The child sex ratio at birth (SRB) in Haryana for the first time has touched 900-mark in two decades.

Facts :

  • From January to December 2016 out of 5,25,278 children were born in Haryana, 2,76,414 were boys and 2,48,864 were girl.
  • According to civil registration data, Sex ratio at birth (SRB) in December 2016 in Haryana was 914 although little less than targeted 950.
  • After the launch of “BetiBachao, BetiPadho” scheme by our PM Narendra Modi Haryana Government accepted the challenge of improving the sex ratio of Haryana.
  • It launched a massive campaign in Haryana for promoting a girl child and strictly implementing Pre- Conception and Pre-Natal Diagnostic Techniques (PCPNDT) Act, 1994 and Medical Termination of Pregnancy (MTP) Act 1971.
  • CM also mentioned that more than 430 FIRs have been filed in the state under PC-PNDT Act and the MTP act in the last two years.
  • Misuse of MTP Kits for illegal abortion purposes was also detected and culprits were sentenced under MTP Act Drugs Act and IPC.
  • In 2016 for the first time Haryana sex ratio at birth crossed the 900 mark.
  • In the past Haryana sex ratio was 879 females per 1000 males which is very doleful matter for a state.
  • Haryana also marked as a worst state among all states in terms of sex ratio in the country.

Reasons for increase in SRB in Haryana :

  • In 2011 census, India’s child sex ratio stood at 914 girls to 1000 boys, the lowest since Independence and Haryana had a child sex ratio 879 girls to 1000 boys, far worse than the national average.
  • The recent improvement SRB in Haryana was made possible due to effective implementation of the law against illegal sex determination and female foeticide.
  • Besides, Union Government also had launched the ambitious “Beti Bachao, Beti Padhao” (B3P) campaign against female foeticide in Panipat in January 2015.
  • Strong political will coupled with convergence of all departments at the district-level and co-ordinated efforts by all districts in the State played important role to achieve this goal.
  • State Government also had initiated an aggressive drive against female foeticide by ensuring stringent implementation of Medical Terminal of Pregnancy (MTP) Act and Pre-Conception and Pre-Natal Diagnostic Techniques (PCPNDT) Act, 1994.
  • Regular awareness was created through regular meetings, street plays and rallies in urban and rural areas as part of the programme.
  • Moreover, Haryana girls including Sakshi Malik, Geeta and Babita Phogat, and Deepa Malik, winning laurels for the country in sports also helped the cause “tremendously”.

State-level initiatives :

  • Haryana Government launched a scheme for girl child - 'Aapki Beti Humari Beti' on the occasion of International Women's Day at Panchkula. Under this scheme, the first girl child born on or after January 22, 2015, in SC and BPL families will be eligible to receive Rs 21,000. Similarly, all second girl child born on or after January 22, 2015 of all families will get Rs 21,000. Families, where twin girls or multiple girls are born, will get Rs 21,000 per girl child.
  • Haryana Government launched 'Haryana Kanya Kosh' for the welfare and development of girl children and 'Multi Sectoral Nutritional Programme' to focus on maternal and child nutrition.
  • In a unique initiative to save girl child in Haryana, where the sex ratio has been dismally low, a Bibipur village panchayat in Jind has started a contest for clicking “selfie with daughter.”

Union-level initiatives :

  • Clearly, this result is an aftermath of the decision of Prime Minister Narendra Modi to pick Haryana to feature the 'Beti Bachao, Beti Padhao' campaign.
  • This improvement was made possible due to effective implementation of the law against illegal sex determination and female foeticide.
  • Union Women and Child Development Minister Maneka Gandhi announced that any innovative district which succeeds in attaining a balanced sex ratio would get a reward of Rs. 1 crore. The two-day National Thematic Workshop on 'Woman and Child Development' was organised by the Haryana Women and Child Development Department in Panipat.
  • Beti Bachao, Beti Padhao, Sukanya Samriddhi Account, The Girl Child Protection Scheme are some of the central schemes intended to combat the problem of sex ratio.
