This scheme is being implemented to honour the girl child and to ensure that the girls from poor families and daughters of widows/destitute women, sports women and orphan girl child, are married gracefully. For this purpose, grant is given to the following persons for the celebration of marriage of their daughters under this scheme.

Beti Bachao Beti Padhao Yojana
As the declining sex ratio over the years caused women disempowerment and discrimination against the girl child, there usurped a need to ensure the protection and empowerment of the female.
Consequently, Beti Bachao Beti Padhao (BBBP) was launched on 22nd January 2015 by the Prime Minister of India at Panipat in Haryana. BBBP as a combination of three ministries- Women and Child Development, Health & Family Welfare and Human Resource Development.
Basically, Beti Bachao Beti Padhao was unleashed with an objective of addressing the declining Child Sex Ratio (CSR) and other issues related to the women empowerment:
It is certain that Beti Bachao Beti Padhao is an initiative which targets the entire country. However, to simplify the reach, three classifications have been made regarding the target audience for BBBP:

Dr. B.R. Ambedkar Awas Navinikarn Yojna
The main pupose of this scheme is to provide grant for the repair of house to SC/DT/VJ families living under below poverty line, whose house needs repair. An amount of Rs. 50,000/- is provided for this purpose.
The terms and conditions of this scheme are as under:
DR. AMBEDKAR MEDHAVI CHHATTAR SANSODHIT YOJNA
To encourage the merit amongst Scheduled Castes and Backward Classes students a scheme namely “Dr. Ambedkar Medhavi Chhattar Sansodhit Yojna” was launched from the year 2005-06. It is amended in 2009 which make this scheme “The Scheme of masses”as its scope has been extended up to post-graduate classes. Now this scheme is known as “Dr. Ambedkar Sanshodhit Medhavi Chhattar Sansodhit Yojna. From the year 2005-06 no. of benficiaries were Increased from 1,495 to 10855 (2009-2010) which shows its great growth. Similarly, expenditure has also been increased from 1.49 crore to 9.25 crore.
FINANCIAL ASSISTANCE FOR HIGHER COMPETITIVE ENTRANCE EXAMINATIONS TO SC/BC CANDIDATES THROUGH PRIVATE INSTITUTIONS
This scheme has been modified w.e.f 1-6-2009. Under the amended Scheme, a committee headed by the Secretary, Welfare of Scheduled Castes & Backward Classes has been constituted which will determine the duration of coaching and quantum of fee for different examinations keeping in view the market rates. Under the scheme, earlier the financial assistance up to Rs 10,000/- was being given. The income ceiling under the scheme has also been enhanced from Rs 1.00 lacs p.a. to Rs 2.50 lakhs p.a
SCHEME OF HOSTELS FOR OTHER BACKWARD CLASSES (OBC) BOYS AND GIRLS
This is a 50:50 sharing basis scheme of Government of India/State Government.
Even after 50 years of independence and in spite of various measures taken to improve the level of education in the country, literacy levels among Backward classes, particularly among women, continues to be extremely low. A number of steps have already been taken by the government and considerable progress has been achieved in improving the level of literacy and education during the last 50 years, but there is still a long way to go before respectable levels of literacy are achieved. It has been recognized that educational and economic support for Backward Classes has not been adequate and there is disparity between them and the non- backward sections of the population at every level. In view of the same, it is felt that earnest efforts are required to introduce various new schemes specifically for these target group i.e backward classes to provide them a level playing field in comparison to non-backward sections of the population. The position of women in terms of literacy among OBC’s population is also a cause of concern. Considering the important role of women in shaping the size of the family and outlook of its members, investment in improving education among women of these communities will not only improve their social and economic status, but will also help in accelerating the socio-economic development of these communities and the nation as a whole. It is self-evident and universally accepted fact that education is one of the key instruments of effective development of weaker sections. The education facilities are not evenly distributed throughout the country. Many a times students from rural areas especially those belonging to weaker sections have to give up their educational pursuits for the reason that adequate hostel facilities are not available for them in the quality education centers. Having considered this problem, the Working Group on development and welfare of Backward Classes recommended a scheme of Hostels for Other Backward Classes (OBCs) Boys and Girls.
The Scheme aims at proving better education opportunities to students belonging to socially and educationally backward classes notified as such in the Central/State/UT Administration Lists of Backward Classes, generally referred to as Other Backward Classes (OBCs). It would, however not cover students belonging to the creamy layer as defined in the Govt. of India, Ministry of Personnel and Public Grievances and Pensions (Department of Personnel and Training) O.M. No. 36012/22/93-Estt. (SCT) dated the 8th September 1993. The Hostels under the scheme will be constructed in States/UTs which have a large OBC population but inadequate hostel facilities. These Hostels will be constructed for middle, secondary, college and university level students. Out of the Hostels to be set up under this Scheme at least one third will be exclusively for girls. Five Percent of the total seats in these Hostels shall be reserved for disabled students. The hostels under the scheme should be constructed at any place where the concerned educational institutions are situated keeping in view the concentrations of OBC population in the particular place/area where the educational facilities are inadequate. These hostels could also be constructed in a particular place/area where quality education is available but residential facilities for the target group is not adequately available which will depend upon the number of students enrolled in that particular institution. Each institution will be provided central assistance for construction of girls/boys’ hostels for a maximum of 100 seats. The hostels will have built space for residential facilities for students, hostels warden, chowkidar and provision of boundary wall surrounding the campus. The agency concerned will be assisted for construction of such complexes based on State/UT PWD schedule of rates. However, if a State/UT is following CPWD rates also the costs will be worked out on the basis of “whichever is lesser” in the schedule of rates. In the case of States/UTs following CPWD rates only CPWD rates will apply. The agency concerned will be assisted for construction of such facility only after proof of land availability is produced for the particular location and plan and estimates of the building is duly approved by the concerned technical department of State/UT and submitted to the Ministry of Social justice and Empowerment. The local materials would be used as far as possible in order to reduce cost of construction.
The organizations eligible for assistance shall be as follows:
Under the Scheme 50% central assistance will be given for such construction in such cases the remaining 50% of the construction cost will have to be borne by the concerned State Govt. etc. The budget availability will have to be shown in advance while submitting the proposal for such construction. Under the scheme 100% central assistance will be given to the Central Government Institutions and UTs proposing to set up such hostels. The entire expenditure on procurement of land, staffing and other maintenance and day to day expenditure shall be borne by the State Government/UT concerned. Maintenance of such facilities will be the responsibility of the concerned agency to which such construction grant has been sanctioned. The concerned State Government may also explore the possibility of maintaining such facility through NGO functionaries in case if it is necessary.
The monitoring of the financial and physical performance of the scheme will be done through seeking detailed information from the Agencies implementing the Scheme. On the physical aspects the Agencies implementing the scheme will be required to furnish quarterly progress reports regarding the construction works. Once the hostel is thrown open to the beneficiaries, information will be furnished by the Agencies, occupancy wise annually. On the financial side details of actual expenditure incurred out of central assistance, during the last financial year and expenditure proposed for the present financial year will be submitted by the Agencies concerned. The Agencies implementing the scheme will also be insisted upon to submit the latest audited accounts.
The Ministry of Social Justice & Empowerment many get the scheme evaluated by entrusting a research study to reputed institutions/agencies, on the performance of the Scheme in different parts of the country, under this Ministry’s centrally sponsored Scheme of Research and Training.
DR. AMBEDKAR MEDICAL AID SCHEME (REVISED – 2009)
The scheme is meant to provide medical treatment facility to the patients suffering from serious ailments requiring surgery of Kidney, Heart, Liver, Cancer and Brain or any other life-threatening diseases including Knee surgery and Spinal surgery to Scheduled Caste and Scheduled Tribe persons whose annual family income is less than Rs.1,00,000/- p.a. and will be implemented through various Hospitals including All India Institute of Medical Sciences, New Delhi.
75% of the estimated cost of the treatment will be directly released to the concerned Hospital, with a maximum ceiling limit of Rs. 1,00,000/- in each case, in the form of a crossed cheque / DD. The 50% of the total admissible medical aid will be paid, in advance, directly to the Hospital before surgery as first installment. The remaining 50% amount will be released to the concerned Hospital after the surgery, on submission of the final bills duly certified by the Medical Superintendent of the said Hospital.
FINANCIAL ASSISTANCE TO INSTITUTIONS/SOCIETIES BELONGING TO SCHEDULED CASTES/BACKWARD CLASSES
To provide financial assistance to the institutions / societies of Scheduled Castes and Backward Classes to enable them to construct / complete / repair / renovate building which can be used for community social or educational purpose etc. of Scheduled Castes / Backward Classes and provide basic facilities and equipment in these buildings.
In addition to the purposes mentioned in the object, the Financial Assistance may also be sanctioned for any one of the following purposes:
BABU JAGJIVAN RAM CHHATTRAWAS YOJNA
The scheme of construction of hostels is one of the means to enable and encourage students belonging to scheduled castes to attain quality education. The scheme for construction of hostels for girls is in operation from 3rd Five Year Plan while for boys, the same was started from the year 1989-90. The earlier centrally sponsored scheme of hostels for SC boys and girls has been revised and is renamed as "Babu Jagjivan Ram Chhatravas Yojna' w.e.f. 01.01.08.
The main modifications included in the revised scheme are-
(a) 100% central assistance to States/UTs and Central Universities and 90% to deemed universities and private bodies for construction of girls’ hostel, and
(b) period of construction of hostels has been decreased from existing 5 years to 2 years.
This is a State scheme under which senior citizens of Haryana domicile in the age group of 60 years and above are given Old Age Samman Allowance as per eligibility criteria laid down in the rules of the scheme.
i) The person is of age 60 years or more.
ii) The person is domicile and resident of Haryana State; and his/her income from all sources together with that of his/her spouse does not exceed Rs. 2,00,000 per annum.
Rate of Allowance: Rs. 1,800 per month (w.e.f. 01-11-2017)
This is a State Scheme under which parents/guardians of the children upto the age of 21 years who are deprived of proper care because of the death or long imprisonment of their parents, long illness or mental retardation, are paid financial assistance subject to the maximum for two children of one family as per eligibility criteria laid down in the scheme.

Rate of Allowance: Rs. 900 per month per child subject to the maximum for two children of one family (w.e.f 01-11-2017).
State Govt. is implementing Rajiv Gandhi Parivar Bima Yojna w.e.f. 1.4.2006. Under this Scheme compensation is given in case of accidental death/ permanent disability to all in the age group of 18-60 years, who are domicile of Haryana and whose name appears in the Voters list or who hold Ration Card issued by the competent authority and are not income Tax Payee and Govt. employee.
In Case of Accidental Death/Permanent disability, total/partial disability compensation is provided. More information is provided in attached file.
Accidental Death/Permanent Disability Rs 1.00 lac. Loss of two Limbs, two eyes, one limb and one eye Rs 50,000. Loss of one eye or one limb Rs 25,000.
Eunuchs who are living in various parts of the State, should not be less than 18 years and provide certificate from the Civil Surgeon in support of being a Eunuch.
