Consider the following statements regarding simultaneous elections:
1. Simultaneous elections cannot be held within the existing framework of the Constitution.
2. Simultaneous elections required replacing the ‘no-con fi dence motion’ with a ‘constructive vote of no-con fi dence.
3. Simultaneous elections ensure timely implementation of government policies.
How many of the above statements is/are correct?
Only one
Only two
All three
None
Correct Option: (c) Explanation: All statements are correct. Supplementary notes: Simultaneous Elections Law commission noted that simultaneous elections cannot be held within the existing framework of the Constitution. Simultaneous elections may be conducted to Lok Sabha and state Legislative Assemblies through appropriate amendments to the Constitution, the Representation of the People Act 1951, and the Rules of Procedure of Lok Sabha and state Assemblies. Law commission noted that a no-con fi dence motion, if passed, may curtail the term of Lok Sabha/ state assembly. It recommended replacing the ‘no-con fi dence motion’ with a ‘constructive vote of no-con fi dence’, through appropriate amendments. In a constructive vote of no con fi dence, the government may only be removed if there is con fi dence in an alternate government. Simultaneous elections ensure that the administrative machinery is engaged in development activities rather than electioneering. The “One Nation, One Election” idea envisages a system where elections to all state assemblies and the Lok Sabha will have to be held simultaneously. This will involve the restructuring of the Indian election cycle in a manner that elections to the states and the centre synchronise. This would mean that the voters will cast their vote for electing members of the LS and the state assemblies on a single day, at the same time or in a phased manner as the case may be.
